The Centers for Medicare and Medicaid Services (CMS) has published its final rule outlining new requirements for the Hospital Readmissions Reduction Program (HRRP), which Congress enacted as part of the Patient Protection and Affordable Care Act. Medicare penalties for facilities with high 30-day risk-adjusted readmissions rates will take effect in October 2012 for three initial target conditions, and CMS plans to expand the program into 2013 and beyond. Commercial payors are likely to follow suit.
